The National Local Government Indigenous Employment Position Paper – Closing the Gap Through Place-Based Employment was released in December 2012 by The Hon Margaret Reynolds, Chair of ACELG, and endorsed by The Hon Adam Giles, then Minister for Local Government in the Northern Territory. The Position Paper outlines a framework for increasing the workforce participation of Indigenous people in local government, and promoting the sector to them as a place-based employer with national reach offering diverse career paths and opportunities.
The Position Paper has eight key elements:
- Committing to engagement
- Employing Indigenous workers
- Support for Indigenous and non-Indigenous employees
- Indirectly employing Indigenous workers
- Building alliances – collaboration is the key
- Support from governments
- Adopting good practice and communicating and celebrating achievement
- Monitoring and evaluating implementation

Background and Development
In response to an urgent need to increase the pool of available Indigenous talent for local government and explore untapped labour potential, and invest in the recruitment and development of Australian Indigenous workers, LGMA released a Local Government Employment Program Green Paper in July 2010. Following feedback from consultations and discussions at the First Roundtable, it was decided that a Position (White) Paper should be prepared. |
