7th Local Government Workforce Development National Forum
The 7th Local Government Workforce Development National Forum was convened by LGMA together with ACELG at the Australian National University in Canberra on 7 and 8 April 2014.
The focus of the Forum was the implementation of the National Workforce Strategy which was released in August 2013. Many Forum sessions highlighted and explored where the sector currently stands at a local level, and unpacked key enablers for reform and progress, as well as key obstacles and potential solutions.
The Forum brought together more than 50 representatives from federal government departments and agencies, industry peak bodies and skills councils, state and territory government departments, and select councils and local government associations.
The focus of the Forum was the implementation of the National Workforce Strategy which was released in August 2013. Many Forum sessions highlighted and explored where the sector currently stands at a local level, and unpacked key enablers for reform and progress, as well as key obstacles and potential solutions.

Strategy Best Practice
One of the objectives of the Forum is to promote good practice within local government with relation to the Strategy priority areas. As such, throughout the Forum, best practice case study examples for each of the first seven strategies will be featured. These are intended to be practical examples of what is being done in councils around the country to promote or enhance an area of the Strategy to encourage information exchange, peer-to-peer learning and discussions relating to the challenges and successes of each case study.

Geographic Labour Mobility
The government has commissioned the Productivity Commission to undertake a research study assessing geographic labour mobility within Australia, and to examine the patterns of mobility, impediments and enablers to meet Australia’s continually changing workforce and employment needs. Some of the findings relate to local government and will have implications for the sector.

Future-Proofing Local Government: Language, Literacy and Numeracy
One of the areas identified in the Strategy requiring further development and capacity building is in the area of language, literacy and numeracy (LLN) skills. Council intentions towards the development and implementation of local LLN programs formed the basis of research conducted for a presentation at the ACELG Local Government Research Forum on 30 April. The aim was to identify how such programs are being implemented, and what factors would encourage those councils that do not have an LLN strategy to develop and implement one.

The Department of Employment, under the most recent National Partnership Agreement on Skills Reform the Commonwealth, has provided funding to State and Territory Governments to implement a national entitlement to a government subsidised training place, to a minimum of the first Certificate III qualification, for all working age Australians without a Certificate lll or higher qualification.
